Why do they put up a net on Golden Gate in California- to stop golden self-jumpers?

Why do they not put up one sosial office in both ends of the Golden Gate? It shud be done for many years ago. Its the same story all over- troble water. People who need care and help dosen`t get it. WHO cares? Must we see 1.400 people jump again to react?
